Todd Bondaroff
President and CEO, Ex-Officio
Appointed: June 1, 2022
Todd Bondaroff was appointed as Acting President and CEO on January 10, 2022. Prior to this, Mr. Bondaroff served as the Vice-President Student Services and Community Relations at Northern Lights College (NLC). Todd has a diploma in Forest Technology from Selkirk College, a Bachelor and Master of Science in Natural Resources and Environmental Studies in Forestry at the University of Northern British Columbia. As a long-term resident of both Dawson Creek and Fort St. John, his hometown experiences and familiarity with campus life at the college have given him personal knowledge about the impact the President plays in the life and culture of the college and as a leader throughout the region. Todd has a solid understanding about the challenges and opportunities within the post-secondary landscape.
Todd has a wide range of experiences in the natural resource sector. More specifically, he has over eighteen years of combined education and experience in both the private and public sectors. He has been fortunate in his career to have worked on high profile initiatives and projects that were regionally and provincially significant and deeply connected to the British Columbia economic plan. He has been a leader in Forestry, Mining, and Clean Energy technologies—with ongoing connections in these areas, throughout the region. Todd is committed to transforming post-secondary education to align with the principles of reconciliation and to begin to take the necessary steps alongside our Indigenous community partners.

Jennifer Moore

Jennifer Moore is the Owner/Success Navigator at Moorsaic Strategic Services. Previously, Ms. Moore was the Consulting Services Manager at MNP. Active in her community, she is the Founding Chair of Spark Women’s Leadership Conference and a Disaster Recovery Volunteer for the BC Economic Development Association. Ms. Moore holds a Bachelor of Tourism Management and a Bachelor of Business Administration from Thompson Rivers University.

Brandon Mackinnon
Faculty Board Member (and Education Council Chair Sept. 2026-Aug. 2027
Appointed: April 1, 2022
Term End: March 31, 2028
Brandon Mackinnon joined Northern Lights College in January 2019 as an instructor in the Business Management program. He has a Bachelor of Business Administration (Honours) Economics Specialization and a Master of Arts in Financial Economics. He was first elected to the Board of Governors in 2022 and re-elected in 2025. He is an active member of the NLC community, serving as a member of NLC’s Education Council, and as a union steward. He is also a member of the faculty bargaining committee, where he regularly advocates for the faculty’s interests. Mackinnon gained board experience serving as a representative on the Dawson Creek Municipal Public Library Board.

Colleen Brown
Board Member
Appointed: July 10, 2023
Term End: July 31, 2027
Colleen Brown is a senior legal and planning professional and the owner of Frontier Law. Previously, Ms. Brown was the Director of Projects and Planning for a BC-based wind energy development company. Active in her community, she is member with the Law Society of British Columbia; the Canadian Bar Association; and, the Canadian Institute of Planners and the Planners Institute of British Columbia. Ms. Brown holds a bachelor’s degree from the University of Alberta, a master’s degree in Community and Regional Planning from the University of British Columbia and law degrees from McGill University.

Sarah Canning
Board Vice-Chair: Aug. 1, 2026 – July 31, 2027
Appointed: June 7, 2024
Term End: July 31, 2028
Sarah Canning is a Human Resources Manager with Mistahiya Development Corporation. As part of the senior leadership team, she contributes to the strategic governance of the Saulteau First Nations’ group of companies. Sarah also serves as a Board Director for the South Peace First Nations Primary Care Clinic Society. Sarah holds a Bachelor’s of Human Resources and Labour Relations Degree, and is a certified 4th class Power Engineer. Proudly raised in Chetwynd, BC, you will generally find Sarah participating and volunteering at local events.

Penny Berg
Board Member
Appointed: December 1, 2023
Term End: July 31, 2028
Penny Berg is a councillor for Saulteau First Nation. Previously, Ms. Berg was a controller with talent for Saulteau First Nation. Ms. Berg holds a certificate of Applied Technology in Finance from Northern Lights College and certifications in Strategy and Decision Making and Aboriginal Human & Fiscal Issues from the Aboriginal Financial Officers Association.

Megan Troyer
Board Member

Term End: July 31, 2029
Megan Troyer is an accomplished Chartered Professional Accountant with over 20 years of experience in the energy industry. A Bisset School of Business graduate at Mount Royal University, Megan has navigated the complexities of both large corporate entities and smaller private companies.
As a partner at Via CFO, Megan oversees strategic financial management, and helps clients achieve profitability through streamlined financial processes. Her responsibilities encompass financial risk management, strategy development, metric reporting, and the implementation of control systems.
Megan’s leadership is defined by clarity, accountability, and kindness, qualities that have earned her the role of a Certified Facilitator for the Dare to Lead™ curriculum under Brené Brown from 2019-2014.
Megan’s volunteer work demonstrates her commitment to community and leadership. She currently serves as Treasurer and Director for several organizations, where she contributes her financial expertise and strategic vision. She also teaches financial literacy courses through the Chartered Professional Accountants of Canada.
In addition to her professional accomplishments, Megan enjoys being outdoors gardening, as well as traveling and cooking with her husband Steve.

Misty Waldorf
Board Member

Misty Waldorf is a dedicated and results-driven professional with extensive experience in program management, administrative leadership, and community engagement. As the Regional Program Manager for Métis Nation British Columbia, Misty oversees the delivery of Skills Training, Employment, and Post-Secondary (STEPS) programs in the Northeast region of British Columbia. In this role, she manages program funding, supervises regional staff, and collaborates with Indigenous community leaders and educational institutions to align programs with community needs. Her work ensures the efficient, data-driven administration of employment and training services, fostering accessibility and long-term success for Métis individuals.
Prior to joining MNBC, Misty held leadership roles in the private sector, gaining valuable experience in business administration, financial management, and strategic planning. As an Account Manager at CDN Controls Ltd., she led administrative teams, managed large-scale audits, and developed key performance indicators (KPIs) to enhance operational efficiency. Her ability to streamline processes and implement accountability measures contributed to improved business performance.
Passionate about governance, education, and workforce development, Misty is eager to contribute her expertise as a board member, bringing a strategic, community-focused approach to decision-making and policy implementation.

Ray Irwin

I am currently enjoying retirement!
I worked for 35 years in public education as a teacher and administrator with experience at all levels in the school system.
After retiring from the public school system, I worked for seven years in an independent school system (First Nation) as both a teacher and administrator.
In both the public and independent systems, I was responsible for creating and managing budgets.
As far as other community involvement, I have worked on several public boards during the course of my education career and continue to serve on the local Theater Board.
After retiring, I was elected to the SD 81 School Board and served one four-year term.
I have coached a variety of sports for high school age athletes for approximately 35 years.
I have a B.A. in Political Science and a Bachelor of Education and, an MA in Administration as well as Psychology.

Tammy Gulevich

Tammy Gulevich is an experience healthcare professional, business owner, and governance leader based in Fort St. John. She spent three decades in the dental hygiene field, having served as Chair for the Board for BC Dental Hygienists’ Association and Chair of the Quality Assurance Committee for the College of Dental Hygienists of BC. Tammy has also been actively involved in volunteer leadership, serving as Treasurer and Fundraising Chair for the Northern BC Regional Science Fair Foundation and help multiple executive roles with the Slainte Society of Irish Dance. She brings a thoughtful, community-focused perspective to her work, with strengths in strategic thinking, financial oversight, and stakeholder engagement.

Harold Reay
Board Member

Term End: July 31, 2027
Harold Reay is an alumnus of Northern Lights College, having graduated in 1985 with a Diploma in Agriculture. His career has spanned both the ranching and oil and gas industries.
He has been actively involved in leadership and community services, as a member of the South Peace Oilmen’s Association, as well as in the rodeo community.
